「日本の外国人技能実習生制度について、なぜ労働基準法が適用されないのか、その実情について教えてください」とPOEに聞いてみました。
日本には、外国人技能実習生制度があります。
労働基準法の適用がされないので、時給200円などから働いています。
働いているのは農業や工業、漁業などです。
大学の同級生と「最近野菜高いよね」と話しをしていましたが、
それが時給200円とかで働いている方がいるからまだ安く、この値段だったらどうする?
と聞いてみたら、黙ってしまいました。
この間、高次脳機能障害の利用者さんが散歩に行こうとしていたので一緒に出た際、
サツマイモ畑を通ったら収穫作業をしていました。
収穫されていたのは、日本人のおじいさんと、3人の外国の若い方でした。
「こんにちは」とあいさつをしましたが、おじいさん以外固まっていました。
あまり日本人との接触もないのかなと、少し感じました。
日本の人口は減っており、出生数が下がっています。
そのため、おのずと働き手が減っていて、
キツイ・汚い・厳しい仕事のなりてはなかなかいません。
その役割を外国人技能実習生が埋めているのかもしれません。
今働いている会社でも、障害者グループホームをオープンさせていますが、
世話人やサビ管の求人に応募してくれる方が前ほどいないとのことでした。
私の子どもが幼稚園の頃、二人目、三人目を考えていたお母さんがいましたが、
旦那さんの給料や自分が働ける環境、
なにより、子どもを大学まで育てられる体力とお金を考えると難しいと話していました。
生みたい気持ちはあるけれどできない、というのが実情です。
外国人技能実習制度は、国際社会で奴隷制度や人身売買として指摘されています。
最近では有識者会議などもあり、
改善されるようではありますが、基本的な人権が守られるのかなと少し思っています。
